Port Klang 3 construction could begin this year once land issues resolved, says Loke

PORT KLANG: The proposed Port Klang 3 project remains on track and could begin construction as early as this year, pending the resolution of land-related matters with the Selangor government, Transport Minister Anthony Loke said today.

Loke said Putrajaya was working closely with the Selangor government and the Public-Private Partnership Unit (Ukas) to resolve issues involving the project site before moving ahead with the next phase of development.

"The third port project is on track and we are refining the details with the Selangor government.

"We will implement the project through collaboration with the private sector. It will involve a concession model and be carried out through privatisation," he told reporters after attending the pre-launch ceremony of several projects at the Port Klang Free Zone (PKFZ) here today.

Loke said the project would be developed under a Build-Operate-Transfer (BOT) model, with the private sector responsible for developing and operating the facility before eventually transferring ownership back to the government.

However, he said resolving land-related matters remained the government's immediate priority.

"At the moment, the land issue must be settled first. Once that is resolved, we will begin the construction process.

"It is currently being worked on by the Transport Ministry, the Selangor government and Ukas."

Loke said the government is aiming to start the project this year, depending on the completion of land negotiations.

"Hopefully, because we do have a target to begin the project this year if possible.

"But what is important now is that the land issue is resolved first."

On March 11, Loke announced that Putrajaya had approved the development of a third terminal at Port Klang in Pulau Carey.

He said the cabinet had approved a memorandum by the Transport Ministry for the project, which will be implemented by the Selangor government.

He said the Selangor government will establish a special purpose vehicle with private companies to secure investment for the construction and operation of the terminal.

Previously, Prime Minister Datuk Seri Anwar Ibrahim ordered all relevant agencies to expedite the development of the third terminal at Port Klang in Pulau Carey.

Anwar said the project should serve as a new model for national development that is more efficient, well-organised and guided by integrity.
